The EU imposed sanctions against TransContainer and its CEO

    The European Union has imposed sanctions against the Russian railway container operator TransContainer and its CEO Mikhail Kontserev. The document was published in the official journal of the EU. The decision comes into force on the day of its publication. 

    The EU claims that the company, in particular, “is involved in illegal arms trade schemes with the DPRK.” “Containers of PJSC TransContainer were also spotted in the Tikhoretsk ammunition depot, which supplies various types of ammunition for the Russian armed forces,” the explanation for the sanctions says. In addition, according to the EU, TransContainer “agreed to provide its services at the new terminal of the Alabuga special economic zone, which cooperates with the Russian military. Kontserev, according to the EU, is responsible for the “destabilization of Ukraine.” 

    In addition, three more legal entities were sanctioned: Title LLC, Iliadis JSC and Rasperia Trading Limited MCAO. They, as the EU claims, help circumvent European sanctions. Among the individuals under EU restrictions was the owner of “Titul” Dmitry Beloglazov. Thus, a total of four legal entities and two individuals were added to the EU sanctions lists on June 28.

    In February, the United States imposed sanctions against TransContainer. After this, the company told RBC that the operator continues to operate as normal. “The movement of trains in international and domestic traffic occurs in accordance with schedules, the work of the terminals is carried out in the prescribed manner. PJSC TransContainer provides logistics services in full and in accordance with its obligations to customers on all existing routes and directions,” they said. 

    On June 24, the EU Council adopted the 14th package of sanctions against Russia. It included restrictions against 116 individuals and legal entities. In particular, a ban was introduced on the re-export of Russian liquefied natural gas (LNG), sanctions against the Central Bank's Financial Messaging System and a ban on private flights in the interests of Russians. “These measures are aimed at such expensive sectors of the Russian economy as energy, finance and trade,” said the press release.

     

    The document stated that EU operators transferring industrial know-how for the production of military-use goods to commercial partners from third countries will now have to include contractual provisions to ensure that such know-how is not used for goods destined for Russia. In addition, The European Union has obliged EU parent companies to “make every effort” to ensure that their subsidiaries in third countries do not engage in activities that lead to circumvention of sanctions.
