In Russia, an “independent arbiter” may be introduced to control the portability of numbers from one operator to another; his function will be performed by the operator of the Radio Research Institute’s number portability database (BDPN). Deputy General Director of the organization Vladimir Risman told Kommersant about this. According to him, the corresponding resolution is being approved by the government. 

“If the document comes into force, a verification of the subscriber’s data in all documents necessary for the transfer will be carried out right at the BDPN site. If there are discrepancies, the data will be additionally checked for relevance using government information systems,” he said. 

VimpelCom told the newspaper that “this will improve the customer experience of the service of changing the operator while maintaining the number.” Tele2 noted that now, if there is a discrepancy between the data in the application and the database of the donor operator, the subscriber is required to personally clarify information about himself. “Sending up-to-date information to the donor operator directly from the state information system would eliminate these questions,” the operator believes. At the same time, MTS says that the procedure has already been established, and the problems, as a rule, are justified: either there is no technical possibility, or there are restrictions provided by law. Megafon declined to comment to the newspaper. 

 

According to the CEO of T-Mobile ( “Tinkoff Mobile”), only 10–15% of requests to port a number to the operator’s network are immediately successful. “This is due to formal reasons why operators refuse to port: an error with one letter in the passport data, an incorrectly read character from documents,” he told Kommersant.

A source of the newspaper in one of the major telecom operators noted that when transferring a number, companies often “abuse the refusal” based on the discrepancy of data. At the same time, according to him, everything is often in order with the data. An independent arbitrator will be able to check whether the data really does not match, he notes. At the same time, a source of Kommersant, familiar with the progress of the discussion of the initiative, believes that the appearance of an intermediary in the procedure of transferring the number will make it longer. 

 

In June, the Ministry of Digital Development told the newspaper that the department was discussing with market participants the transfer of numbers from operator to operator between regions.  “Citizens will have the opportunity to save their phone number, for example, when moving to another region of Russia,” the ministry noted.  Currently, subscribers can port numbers from one telecom operator to another only within their region. 

 At the end of 2022, the Radio Research Institute began testing interregional MNP (Mobile Number Portability – porting a number from one telecom operator to another), during which the possibility of expanding the number portability function between regions was tested. The institute plans to complete testing by the end of the summer, Riesman said. The legislation is currently being finalized to simplify the transfer procedure, he noted in a conversation with Kommersant.
